For interstate power transmission projects, the Central Govt. will invite bids from both private and public companies through reverse electronic auction on build-operate-own basis. With e-bidding platform e-Trans, the power ministry and MSTC will be able to determine lowest bidder for the projects. The transparent reverse auction process will enable bidders to revise their bids during the live bidding process.
The bid coordinating agencies will call for technical bids and initial price offers, and later prune half of the technically qualified bidders, subject to a minimum of four, for the final reverse e-auction. In addition, the ministry has also launched a mobile application to monitor execution of the power transmission projects that are under construction. This application will offer additional information such as issues hampering the completion of project.
