Singapore to Import 1 GW Electricity from Cambodia via 1,000 Km Subsea Cables

Singapore’s Energy Market Authority (EMA) has granted conditional approval to Keppel Energy to develop 1,000 kilometers of subsea cable infrastructure to import 1 GW of electricity from Cambodia.

Singapore’s Energy Market Authority (EMA) has granted conditional approval allowing Keppel Energy to import 1 GW of electricity from Cambodia through a 1,000 kilometers long subsea cable network. The EMA will issue a conditional license to Keppel Energy if its proposal meets the approval’s requirements, which include obtaining the relevant regulatory approvals and making the final investment decision before getting a full importer license.

The imported electricity will utilize renewable power sources, that is solar, hydropower, and potentially wind energy, and shall be supported by battery energy storage systems (BESS) or pumped storage hydropower (PSH). 

Mr. William Stroll, Energy Expert of Pinsent Masons MPillay, the Singapore joint law venture between MPillay and Pinsent Masons, said, “The proposed subsea cable will travel through multiple jurisdictions and will be one of the world’s longest cross-border subsea interconnectors when completed. This represents a significant development in the market and is a significant step towards the ASEAN [Association of Southeast Asian Nations] power grid vision.”

Singapore targets to import 4 GW of low-carbon electricity by 2035, and EMA issued its second request for proposal (RFP) in July 2022, which will close on December 29, 2023. RFP participants whose projects are initially assessed as ‘technically and commercially viable’ will be granted conditional approval.
